Wind River Development Fund was founded for the purpose of creating financial opportunity through the development of small businesses. Financing the start-up, expansion, and acquisition of businesses – including agricultural businesses – on or near Wind River Reservation has been at the core of our programming for over 20 years.
We offer loans in amounts as small as $1,000 and up to $400,000 to help people transform their business ideas into a reality. Our team works with each applicant to ensure they have a solid plan in place, are connected to essential business resources, and are fully prepared for a successful business venture. We offer loan terms that are designed to support your path to self-sufficiency.

Types of Loans
Our loan products can be used for working capital; acquisition of real estate, plant, and machinery necessary for growth or maintenance of business; acquisition of an existing business; or to refinance business-related debt with certain limitations.

Agriculture Business Loan
We know agriculture is more than a job; agriculture is a tough and rewarding lifestyle. We are committed to providing support and financing to new and existing farmers and ranchers. We can help you start, expand, or maintain your operation.

The Lending Process

Eligibility
Wind River Development Fund can finance any new or existing business located on or near the Wind River Reservation, including Fremont and Hot Springs Counties. Our borrowers must be a minimum 18 years of age, will be subject to a credit review, and can’t have any previous defaults on a loan. Financial, credit, or business education may be required for some applicants.
If you meet those eligibility guidelines, the first step is to fill out our eligibility form.

Preparedness
It is common for many of our applicants to work one-on-one with our staff to become loan ready. Oftentimes this includes skill- and knowledge-building activities, such as financial education, credit building, or business training. We also connect applicants to additional resources offered by other community partners to ensure they get all of the support they need. This work is so important because it sets the foundation for future success.

Application
Once an applicant is ready, they will continue through the lending process by filling out the loan application and submitting it with the required documents. A business plan is required, along with other documents such as tax returns and bank statements. All of this information is reviewed by our staff and our loan committee to make a determination on the loan.

Loan Deployment
We offer loan terms up to 180 months with a fixed interest rate, typically between 6% and 9%. Closing costs may be included in the loan amount, and we can provide flexible repayment terms based on an applicant’s cash flow. Once a loan is approved, an applicant signs a loan agreement that outlines all of the loan terms and repayment plan. Loan proceeds are paid directly to vendors or sellers on behalf of the borrower.

Although we are a financial institution, we are not a bank. We are a Native Community Development Financial Institution (CDFI) that provides loans for small businesses. We do not offer checking and savings accounts like banks.

Depending on the situation, Wind River Development Fund can provide up to 100% financing to start or grow a small business. All loans must be collateralized, meaning that tangible assets must secure the loan in the event of default.
