The Wind River Indian Reservation, encompassing 2.2 million acres in central-western Wyoming, is unique in that it is the only Indian Reservation that is home to two federally-recognized tribes.

Regional Collaborations

The Mountain | Plains Regional CDFI Coalition was mobilized in 2020 by a group of Native CDFIs from North Dakota, South Dakota, Montana, and Wyoming. Wind River Development Fund was one of the founding members and remains actively engaged with the group. In 2022, The Mountain | Plains Coalition was one of 21 awardees of the Economic Development Administration’s Build Back Better Regional Challenge. The Mountain | Plains Coalition is using this five-year, $45 million award to implement a holistic strategy to reimagine and actualize capital systems that center relationship, reciprocity, and resilience.

Wind River Sage Fund was established by Wind River Development Fund to manage regional economic development projects. Although Wind River Sage Fund and Wind River Development Fund are two separate independent nonprofit organizations, they are linked by a common mission to serve the Wind River Reservation. The two organizations share a management team and board of directors to ensure accountability and strong governance while synthesizing related programming and strategies to maximize impact. Currently, Wind River Sage Fund is implementing a $36 million Recompete Plan comprised of eight component projects that strategically align the Indigenous Sovereignty Framework with regional and statewide economic development initiatives.
