On June 24, 2009 the Wind River Development Fund hosted the groundbreaking ceremony for their new building; The Frank B. Wise Business Plaza. The nearly 15,000 sq. ft. building is home to the Wind River Development Fund, Eastern Shoshone Attorney General, Roses & Plumes Gallery, Blue Mt. Associates and educational partners (University of Wyoming and Central Wyoming College). The Frank B. Wise Business Plaza also has available space for business lease. Funding for this project was made possible through the Wyoming Business Council and the Economic Development Association.


The Wind River Development Fund (WRDF) provides local entrepreneurs and businesses capita with technical assistance, training, professional capacity and support in retaining, expanding and developing enterprises throughout Fremont & Hot Springs County of Wyoming.

WRDF is a private, community development, non-profit (501(c) 3) corporation that provides financial opportunities to stimulate economic development on and near the Wind River Indian Reservation, promoting self- sufficiency, self-determination and an enhanced quality of life for the reservation community. WRDF is a certified Community Development Financial Institution (CDFI). A CDFI provides financial and development services that are often unavailable from mainstream financial institutions.

How much is your maximum loan?

Micro Loans are available in the amount of $1,000-$2,500. Small Business Loans are available in the amount of $2,501-$200,000.

What can I use loan proceeds for?

Loans must be for business purposes or community development projects. Eligible uses include working capital, purchase of land or buildings, construction of building, leasehold improvements, business vehicle purchases, inventory, equipment, purchasing an existing business, or refinancing high interest business debt.

Who is eligible to apply for a loan?

Any new or existing business located on or near the Wind River Indian Reservation is eligible to apply for a loan.

Do I have to have collateral to get a loan?

Yes. All loans must be secured with collateral. Keep in mind that assets purchased from the loan proceeds can be used as collateral. WRDF staff can help you figure out what you have that can be used for collateral.

What interest rate do you charge?

Micro Loans and Small Business Loans have a fixed interest rate in the range of 6% to 9%.

Will you help me fill out the loan application?

Yes. Just call and make an appointment, or come in to the office.

Do you give any grants to small businesses?

No. We are a lending organization.

Is there a fee for your business counseling services?

All of our one-on-one business development services are free.

What all do I need to apply for a loan?

Loan application packets have a checklist that you can use to make sure that you have everything you need to apply for a loan.

Can you help me review my credit report?

Yes. We will also work with you if you don’t have a credit history or show you ways to improve your credit if you have poor credit history.
