Paul Huberty - Executive Director
Paul F. Huberty is an enrolled member of the White Earth Band of Ojibwe (Anishinaabe) in Minnesota. Paul spent his career in the health care industry and held executive leadership positions at nonprofit organizations ranging in size from $300 million to $3 billion in revenue. Paul received his Bachelor of Science degree from The Pennsylvania State University and his Master of Business Administration and Master of Science degree in Finance from Drexel University in Philadelphia. Paul and his wife live in Lander, WY.


Lisa Wagner - Chief Financial Officer
Erika Warren-Yarber - Chief Operating Officer
Erika Warren-Yarber was born and raised on the Wind River Reservation. Erika is an enrolled member of the Northern Arapaho Tribe and of Hispanic descent. She joined Wind River Development Fund in 2022.
Erika has coached numerous sports over the past 16 years including college basketball, high school basketball and swimming and competitive soccer. Prior to the Wind River Development Fund, Erika was a sales consultant for Fremont Ford. Erika is the proud mother of two girls and she enjoys spending time with her family, coaching and playing sports, and being outdoors.

Jayd Dion - Finance Manager
Jayd was raised on the Wind River Indian Reservation and is the grandson of George Moss, a former spiritual leader and one of the Four Old Men of the Northern Arapaho Tribe. He started his collegiate experience at Montana State University Billings on a golf scholarship and finished his Bachelor’s Degree at the University of Wyoming in 2021 in Business Management, Finance & Entrepreneurship. Jayd began his career in wealth management and financial advisement for a Fortune 500 Company. In 2024 he moved back to Riverton, WY and joined WRDF in the newly created Finance Manager position.
Justin Webb - Project Coordinator
Justin is an enrolled member of the Cowlitz Tribe in the state of Washington. Justin spent the last 10 years as an EHS field representative for an oil field service company. Prior to that Justin spent 25 years in the commercial construction industry. Justin holds an Associates degree from Central Wyoming College. Justin and his wife live in Riverton, Wyoming, where they raised their two children and they just recently welcomed their first grandchild. Outside of work Justin enjoys fishing, spending time with family, and following his son’s basketball team.
